Sample jobs resolution
Here is a sample resolution to be passed at the town, city, or state level. Before approaching elected officials about this—way before—let's start popularizing the idea so that by the time an official is approached, they already know a sizable number of their constituents are behind it.
Let's popularize the idea first by:
- Posting on social media;
- Writing letters to the editor;
- Holding rallies;
- Inviting speakers to talk at a library or event;
- and more.

__________[Your town/city name] CITY COUNCIL RESOLUTION
Calling for the Government of _____________[state] to create thousands of well-paid manufacturing and construction jobs. And calling for the United States to likewise create millions of similar jobs.
WHEREAS: millions of well-paid jobs are needed by people who value working hard but who currently can’t attain financial security no matter how hard they work; and
WHEREAS: many fully employed Americans are under financial stress in part from wages that don’t make ends meet; and
WHEREAS: 111 million Americans cannot afford to pay their credit card balances; and
WHEREAS: the chances of a child doing better than their parents, which was once as high as 90% in the 1950s, had sunk to about 50% in the 1980s, and is today likely far lower; and
WHEREAS: working people cannot wait for the market to solve the affordability crisis; and
WHEREAS: an energy transition to wind, solar, conservation, and other forms of energy infrastructure can provide millions of well-paid jobs for generations; and
WHEREAS: wind, solar, conservation, and other aspects of alternative energy infrastructure are insulated from the wild price swings and shortages that world events inflict on fossil fuel costs; and
WHEREAS: a transition can thereby increase the state and the country’s wealth through providing more energy at stable prices; and
WHEREAS: an energy transition will save money as a less expensive alternative to fossil fuels, thereby contributing to relief from the affordability crisis; and
WHEREAS: by saving money, such a transition can pay for itself from the sale of the energy it generates and the energy it conserves; and
WHEREAS: the transition can therefore be financed from governments borrowing money repaid by the energy sales, eliminating the need to raise taxes; and
WHEREAS: waiting for consumers and businesses to embark on transitions is haphazard, piecemeal, and slow; and
WHEREAS: failure to act expeditiously puts America farther and farther behind its competitors in innovation, cost savings, and the financial strength of its working people; and
WHEREAS: the need for well-paid jobs is on such a huge scale that only governments can plan, finance, and implement the action needed across many areas. Only governments can legislate and organize programs that simultaneously cut through red tape, build out a smart grid, go house to house and business to business to implement the transition and save ratepayers money; and
WHEREAS: because the installation of solar panels would benefit rate payers significantly, it should be deployed for every rate payer unless they opt out; and
WHEREAS: only governments can implement such a massive transition at maximum speed; and
WHEREAS: the federal government is already organizing parts of the economy by purchasing equity in public companies; and
WHEREAS: such a massive and coordinated transition will create so many six-figure jobs for high school graduates, they won’t know which opportunities to choose from; and
WHEREAS: under a program started by Republican Governor Jay Hammond of Alaska pays its citizens of every age a dividend every year for their share of the state’s energy wealth;
NOW THEREFORE BE IT RESOLVED that the City Council of ________________[town], __________[state] calls upon our state and federal leaders and our nation to embrace providing the jobs by organizing the financing, planning, and coordination of our much-needed energy build out.
BE IT FURTHER RESOLVED that the City Council of ________________[town], __________[state] will share the savings with ratepayers such that both ratepayers gain some relief and the state is repaid for financing the transition.
BE IT FURTHER RESOLVED that the City Council of ________________[town], __________[state] will prioritize implementing the transition for the smallest homes and businesses before larger customers because the energy savings will have the greatest positive financial impact on rate payers at the lower end of the income ladder ad on small business.
BE IT FURTHER RESOLVED that the City Council of ________________[town], __________[state] will reach out to surrounding cities and townships to discuss appointing a regional citizens commission to study the feasibility of their respective localities assessing what is required at the local level to create the transition.
BE IT FURTHER RESOLVED that the City Council of ________________[town], __________[state] calls upon our federal leaders and our nation to spearhead a global effort to create jobs by
- Proclaiming the value of the energy transition for the world as an important step to solving the affordability crisis;
- Becoming a nation at the forefront of this transition in terms of the scope, implementation and speed of its plans; and
- Supporting innovation that can both spur transition here at home and can be exported to the world.
BE IT FURTHER RESOLVED that the Administrative Assistant to the City Council shall cause a copy of this resolution to be sent to The State House of Representatives, The State Senate, Governor __________[name], U.S. Congressperson _____________[name of Congressperson for this district], U.S. Senator ___________[name], U.S. ___________[name], and U.S. President _______________[name].
